Plans to construct a towering casino and hotel in the Las Vegas Historic Westside faced a major setback this week as the City Council voted against the Harlem Nights development proposal. The decision, with a vote of 6-1, was primarily influenced by concerns regarding zoning compliance, neighborhood compatibility, and public opposition.
The Planned Casino Would Exceed Zoning Limits
Led by California investor Shlomo Meiri, the ambitious development project aimed to transform the area near Jackson and F Street into a bustling hub. The proposal included two 22-story towers, one featuring a 207-room hotel and 60 condos, and the other offering over 300 apartment units. Additionally, plans included a 7,000-square-foot gaming floor and various high-end amenities.
Despite efforts to scale back the original proposal, which initially included a 60-story skyscraper, the revised version still faced significant resistance. Local residents expressed concerns about potential traffic congestion, environmental impact, and the preservation of the neighborhood’s historic charm. Many questioned whether the project would truly benefit the community or simply accelerate gentrification.
City planning staff and the Planning Commission had previously advised against granting the necessary zoning exemptions due to height restrictions limiting structures to seven stories without special permission. The Harlem Nights project far exceeded these limits, prompting the Council’s decision to reject it.
Further Revisions Are Likely Unavoidable
The Harlem Nights project encountered challenges from the start, with a fire in 2023 damaging the proposed development site, which was the former location of the historic Tokyo Casino. The incident raised doubts about the suitability of the high-profile venue for the community.
Jo Kato, a consultant for the development team, acknowledged the community’s concerns and suggested that future revisions were possible. If developers choose to continue the project, they would need to make further adjustments to comply with current zoning laws. However, this could result in a much smaller-scale venue.
“A lot of passion is running right now, so we’ll just have to see where it goes. We look forward to another opportunity to come up with something great,” said Jo Kato, Harlem Nights project consultant.
An alternative option for developers could be to pursue a rezoning effort, although this would require waiting a year for the matter to be reconsidered by the City Council. For now, the Historic Westside is safe from the towering plans of Harlem Nights. Nevertheless, the discussion on the best use of this space is far from over.
