Riga Municipality Plans to Drastically Reduce Number of Gambling Venues in the City
The Riga Municipality is set to implement a bold plan that aims to significantly decrease the presence of gambling establishments across the city. The proposal, put forth by Riga Mayor Vilnis Ķirsis, seeks to ban betting venues from nearly all urban areas, sparking a mix of public support and stakeholder concerns.
Public Support for the Proposed Regulations
The draft regulations, which are expected to be approved in March, include a range of restrictions. Key measures consist of prohibiting gambling operations near municipal properties, schools, residential neighborhoods, and transportation hubs. These new rules would confine gaming venues to select four- and five-star hotels and isolated industrial zones within the city.
During a recent press conference, Mayor Ķirsis emphasized the municipality’s dedication to reshaping Riga’s entertainment landscape. Deputy Mayor Linda Ozola echoed these sentiments, citing a study from November 2024 that revealed 77% of residents supported reducing or closing gambling halls within the city.
“This way, we defend the interests of the city and also fulfill the will of our residents to significantly limit the number of gambling halls in the city,” said Deputy Mayor Linda Ozola.
Currently, Riga is home to over 70 gambling establishments operating with 110 valid licenses. City council members anticipate that these new regulations will lead to a substantial decrease in the number of venues. The city administration hopes that making these establishments less accessible will help reduce gambling-related harm among vulnerable populations while still providing a legal option for avid gamblers.
Concerns from the Gambling Sector
Riga plans to ease the transition by implementing a five-year expiration period for existing gambling licenses, giving current venues until 2029 to restructure their operations. Despite public support for the strict regulations, Latvia’s gambling sector has expressed strong opposition. Juris Celmārs, chairman of Olympic Casino Latvia, cautioned that a near-total ban could inadvertently fuel illegal gambling activities.
“Currently, such a problem does not exist, but by preventing the operation of a legal and strictly supervised industry, illegal places will begin to satisfy consumer demand,” stated Juris Celmārs, chairman of Olympic Casino Latvia.
The Latvian Interactive Gambling Association has also voiced concerns about the proposed reforms, emphasizing the need for proportionate and legally sound restrictions. The organization warned that if the interests of all parties are not considered, legal action may be taken to protect the gambling sector’s rights.
City Council Remains Committed to Reforms
Despite opposition, the Riga city council, led by Mayor Ķirsis and Deputy Mayor Ozola, is steadfast in its pursuit of reforms to enhance the social environment in Riga and combat problem gambling. However, the road to a gambling-free Riga may be long and challenging, with potential legal battles and industry concerns looming on the horizon.

ข้อกังวลจากส่วนของการพนัน
