New Zealand Prepares for Major Changes in Online Gambling Industry
New Zealand is on the verge of a significant transformation in its online gambling sector as the government moves forward with plans to introduce online casino licenses for the first time. This decision marks a significant shift in the country’s approach to internet gambling, moving away from a landscape dominated by unregulated offshore operators.
Foreign Operators to Enter the Market
According to a recent report by RNZ, Internal Affairs Minister Brooke van Velden has confirmed that the government will be offering 15 licenses through an open bidding process, allowing both local and foreign companies to legally provide online casino services. These long-awaited reforms come as a response to the rise in problem gambling due to the lack of regulations in the industry.
The new regulatory framework, scheduled to be implemented in February 2026, will require licensed operators to pay GST, a 12% gambling tax, and a problem gambling levy. However, there will be no requirement for community grants, causing discontent among existing local operators. Van Velden acknowledged that international operators are likely to secure most of the initial licenses, but assured that opportunities will be created for other companies to enter the market.
“We don’t have a huge online gambling market, so I would expect it’s mainly offshore providers,” said Brooke van Velden.
Controversy Surrounding the New Measures
While New Zealanders currently have access to unregulated online gambling platforms, the new reforms will make it illegal for offshore operators to offer their services without a license. The updated regulations impose heavy penalties, including fines of up to $5 million for targeting New Zealand consumers without authorization.
Despite the government’s efforts to create a fair and regulated gambling market, leading local operators like SkyCity and the TAB have expressed concerns. SkyCity believes that introducing more than five online licenses could harm local operators, while the TAB is worried about the impact on its operations that support the racing and sports industries.
CEO Nick Roberts of the TAB stated, “An open online casino market threatens the viability of all domestic gambling operators for the benefit of offshore multinational organizations.”
Government’s Response to Criticisms
Despite pushback from local operators, van Velden argues that giving preference to local companies would go against free trade agreements. She also dismissed calls for mandatory community grants from online companies, emphasizing that public services should not rely on gambling revenue. As the launch date in February 2026 approaches, stakeholders will continue to advocate for a balance between economic opportunities, consumer protection, and social responsibility.
